  1. Do all equipment sets have an accessory that goes with them?

The non set equipment that are Level 1, 10, 20, 30, 40, 50, 60, and 70 do not have one that goes with just that set.

  1. So which is better non set equipment or set equipment?

The set equipment is much better. You get better stats, a better stat boost when the whole set is equipped, and better techs.
